Tom Hardy, Solar Pictures developing project about post-traumatic stress disorder
NEW YORK (TheWrap.com) - Tom Hardy wants to play a British soldier suffering from post-traumatic stress disorder in "Samarkand," a project the actor is developing with Solar Pictures and Greg and Olly Williams, an individual with knowledge of the project told TheWrap.
The Williams brothers have written a draft of the screenplay, which revolves around a young Special Air Service soldier returning from duty in the Middle East. He struggles to acclimate to regular society after this service, a condition afflicting innumerable soldiers and an issue that has faced heightened scrutiny over the past few decades.
Photographer Greg Williams, who directed Hardy in his short "Sergeant Slaughter - My Big Brother," will direct "Samarkand." He began his career as a war photographer and has since worked for magazines including GQ and Esquire, shot campaigns for films like "Casino Royale" and "The Bourne Ultimatum" and done portraits of a litany of celebrities.
Solar Pictures is the film financing and production arm of Bobby Paunescu and Jared Underwood's Solar Entertainment Group.
There is no exact timetable on the project, but Hardy recently finished "Mad Max: Fury Road," and will next film "Animal Rescue" for Fox Searchlight. He is also attached to star in Doug Liman's "Everest," Daniel Epinosa's "Child 44" and Steven Knight's "Locke."

Burning hot air balloon in Egypt plummets, killing 19
LUXOR, Egypt (AP) -- A hot air balloon flying over Egypt's ancient city of Luxor caught fire and crashed into a sugar cane field on Tuesday, killing at least 19 foreign tourists in one of the world's deadliest ballooning accidents and handing a new blow to Egypt's ailing tourism industry.
The casualties included French, British, Belgian, Hungarian, Japanese nationals and nine tourists from Hong Kong, Luxor Governor Ezzat Saad told reporters. Three survivors ? two British tourists and the Egyptian pilots ? were taken to a local hospital, but one of the Britons later died of injuries.
Egypt's civil aviation minister, Wael el-Maadawi, suspended hot air balloon flights and flew to Luxor to lead the investigation into the crash.
The balloon, which was carrying 20 tourists and a pilot, was landing after a flight over the southern town, when a landing cable got caught around a helium tube and a fire erupted, according to an investigator with the state prosecutor's office.
The balloon then shot up in the air, the investigator said. The fire set off an explosion of a gas canister and the balloon plunged some 300 meters (1,000 feet) to the ground, according to an Egyptian security official. It crashed in a sugar cane field outside al-Dhabaa village just west of Luxor, 510 kilometers (320 miles) south of Cairo, the official said.
The official and the investigator spoke on condition of anonymity because they were not authorized to talk to the media.
Bodies of the dead tourists were scattered across the field around the remnants of the balloon. An Associated Press reporter at the crash site counted eight bodies as they were put into body bags and taken away. The security official said all 18 bodies have been recovered.
Hot air ballooning is a popular pastime for tourists in Luxor, usually at sunrise to give a dramatic view over the pharaonic temples of Karnak and Luxor and the Valley of the Kings, a desert valley where many pharaoh, notably King Tutenkhamun, were buried.
Luxor has seen crashes in the past. In 2009, 16 tourists were injured when their balloon struck a cellphone transmission tower. A year earlier, seven tourists were injured in a similar crash.
The toll puts the crash among the deadliest involving a recreation hot air balloon. In 1989, 13 people were killed when their hot air balloon collided with another over the Australian outback near the town of Alice Springs.
Among the dead Tuesday was a Japanese couple in their 60s, among four Japanese who were killed, according to the head of Japan Travel Bureau's Egypt branch, Atsushi Imaeda.
In Hong Kong, a travel agency said nine of the tourists that were aboard the balloon were natives of the semiautonomous Chinese city. There was a "very big chance that all nine have perished," said Raymond Ng, a spokesman for the agency. The nine, he said, included five women and four men from three families.
They were traveling with six other Hong Kong residents on a 10-day tour of Egypt.
Ng said an escort of the nine tourists watched the balloon from the ground catching fire around 7 a.m. and plunging to the ground two minutes later.
In Britain, tour operator Thomas Cook confirmed that two British tourists were killed in the crash, and a third later died in the hospital. Another British survivor and the Egyptian pilot, who state media said had severe burns, were being treated in the hospital.
"What happened in Luxor this morning is a terrible tragedy and the thoughts of everyone in Thomas Cook are with our guests, their family and friends," said Peter Fankhauser, CEO of Thomas Cook UK & Continental Europe. He said the firm is providing "full support" to the victims' families.
In Paris, a diplomatic official said French tourists were among those involved in the accident, but would give no details on how many, or whether French citizens were among those killed. The official spoke on condition of anonymity because he wasn't authorized to be publicly named according to government policy. French media reports said two French tourists were among the dead but the official wouldn't confirm that.
Egypt's tourism industry has been decimated since the 2011 uprising and the political turmoil that followed and continues to this day. Luxor's hotels are currently about 25 percent full in what is supposed to be the peak of the winter season.
Scared off by the turmoil and tenuous security following the uprising, the number of tourists coming to Egypt fell to 9.8 million in 2011 from 14.7 million the year before, and revenues plunged 30 percent to $8.8 billion.
Magda Fawzi, whose company operates four luxury Nile River cruise boats to Luxor, said she expects the accident will lead to tourist cancellations. Tour guide Hadi Salama said he expects Tuesday's accident to hurt the eight hot air balloon companies operating in Luxor, but that it may not directly affect tourism to the Nile Valley city.
Poverty swelled at the country's fastest rate in Luxor, which is highly dependent on visitors to its monumental temples and the tombs of King Tutankhamun and other pharaohs. In 2011, 39 percent of its population lived on less than $1 a day, compared to 18 percent in 2009, according to government figures.
In August, Egypt's Islamist President Mohammed Morsi flew to Luxor to encourage tourism there, about a month after he took office and vowed that Egypt was safe for tourists.
"Egypt is safer than before, and is open for all," he said in remarks carried by the official MENA news agency at the time. He was referring to the security situation following the 2011 ouster of autocratic leader Hosni Mubarak.
Deadly accidents caused by poor management and a decrepit infrastructure have taken place since Morsi took office. In January, 19 Egyptian conscripts died when their rickety train jumped the track. In November, 49 kindergarteners were killed when their school bus crashed into a speeding train because the railway guard failed to close the crossing.
The Muslim Brotherhood, Egypt's most powerful political force and Morsi's base of support, blames accidents on a culture of negligence fostered by Mubarak.

Adventure travel grows despite occasional disaster
NEW YORK (AP) ? When Carole Rosenblat was growing up in the 1970s, her parents' idea of an adventurous vacation was "driving cross-country from Michigan to California in a non-air-conditioned car with three kids."
Her idea of adventure is a little different: "Jumping out of planes ? things like that. Parasailing, hot-air ballooning. These things make you know you're alive!"
And the balloon accident in Egypt that killed 19 people Tuesday is not likely to deter her from future adventures. "It does not give me pause at all," said Rosenblat, a freelance writer and occasional tour guide based in Gilbert, Ariz.
Rosenblat's attitude is part of what's fueling worldwide growth in adventure travel. It's an $89 billion industry, according to the Adventure Travel Trade Association, and it has grown 17 percent in each of the past two years, according to the association's president, Shannon Stowell. That's four times the rate of the overall tourism industry, which grew about 4.6 percent in 2011.
But while travelers may think nothing of bungee-jumping or whitewater rafting as the perfect way to bring home bragging rights, these types of activities are not risk-free. Indeed, while statistically rare, accidents involving adventure vacations happen on a regular basis. To cite just a few recent headlines: This past weekend, a woman was swept away and drowned in Hawaii on a hiking trip with 55 people. Recreational diving deaths have been reported this month in both California and Florida. A woman parasailing in Florida last summer died when her harness gave way, one of 70 parasailing deaths in the past 30 years. And 54 skiers and snowboarders died in accidents on U.S. ski slopes last season, according to the National Ski Areas Association.
The industries that promote these activities are quick to note that driving is by far the most dangerous thing you're likely to do at home or on vacation. An estimated 36,200 people died in motor vehicle accidents in the U.S. in 2012.
In contrast, in the past decade, only 15 people have died in ballooning accidents in the U.S., according to the National Transportation Safety Board. Glen Moyer, spokesman for the Balloon Federation of American, noted that balloon operations in the U.S. are heavily regulated by the Federal Aviation Administration, including licensing and training for pilots, plus balloon inspections for every 100 hours of commercial flight time.
"When we hear about a dramatic event like a balloon exploding, it plumbs the depths of our fears, whereas when we hear about an automobile accident ? not so much," said Stowell, the Adventure Travel Trade Association head. "The reality is that with adventure travel overall, if you're going with a good operator who knows what they're doing, you are as safe or safer than when you're on your own in a vehicle."
Hot-air ballooning has been around for centuries, but many travelers still consider it as exciting as parasailing or bungee jumping.
Christopher Elliott, an editor at large for National Geographic Traveler, has spent the past year traveling with his kids for a project called AwayIsHome.com. He said that planning their itinerary every day involves asking, "Is this an acceptable risk?" ? most recently when snowshoeing on a frozen lake in Canada.
"It's a judgment call," Elliott said. "I would not have hesitated to get on that balloon and put my family on the balloon. It's not something ridiculously dangerous like feeding the lion raw meat with your hand from a Jeep. That's what makes it so troubling: We could see ourselves on that balloon and we'd be dead now."
But he added that sedentary vacations are, for many people, a thing of the past.
"People expect more from their vacations, and that sometimes involves high-risk activity," he said. "We want all our friends to think we took the most exciting vacation. And maybe some of it is driven by reality shows or the Travel Channel. Everyone wants that extreme experience."
Is there any way for consumers to protect themselves from unnecessary risks? For one thing, Stowell said, do your homework. Before signing up for an adventure, look on websites like TripAdvisor for consumer reviews, contact industry associations to learn about safety recommendations, and ask for referrals from trustworthy sources like travel agents, cruise operators or hotel concierges.
Experts also recommend travel insurance. Peter Greenberg, CBS News travel editor, says most Americans don't realize their health insurance does not protect them overseas. Make sure any travel policy you buy covers medical treatment, as well as evacuation and transportation to the facility of your choice, Greenberg said.
Pauline Frommer, the travel guidebook writer, noted that "many insurance policies specifically exclude injuries that arise from these sorts of adventure activities, which can be an ugly surprise for travelers. So, if you're planning on bungee jumping or canyoneering or some other type of adventure activity, be sure to get a policy that will actually cover you should something go wrong."
Linda Kundell, a spokeswoman for the U.S. Travel Insurance Association, said standard policies may cover ordinary recreation like hiking and skiing, but you can also buy policies for extreme sports. In either case, consumers should double-check what's covered.
While many of these types of activities require consumers to sign a waiver of liability in case of accident, as Elliott put it, "you sign that piece of paper and you don't even read it."
"People assume they're entitled to have the best of both worlds: Extreme adventure and complete safety," he added. "That does not align with reality."

Most Venezuelans think Chavez will recover: poll
CARACAS (Reuters) - Most Venezuelans expect President Hugo Chavez to recover from cancer and return to active rule even though he has been in hospital and virtually unseen for two-and-a-half months, a poll showed on Tuesday.
Local pollster Hinterlaces said 60 percent of interviewees believe Chavez will be cured and back to governing, while 14 percent think he will recover but be unable to rule again, and 12 percent view his state as incurable.
Chavez, 58, underwent a fourth operation for cancer in Cuba on December 11. Last week he returned to Venezuela and was whisked to a military hospital in Caracas.
Apart from four photos of him in hospital in Havana, the socialist president has not been seen or heard in public, with even friend and ally Evo Morales, the president of Bolivia, unable to enter his room on two hospital visits.
The surprisingly optimistic view of Venezuelans - in contrast to a more pessimistic consensus among diplomats and analysts that Chavez's 14-year rule is probably nearing its end - came in the presentation of two recent surveys by Hinterlaces.
"Far from weakening 'Chavismo,' far from reducing the popular support for President Chavez, his absence and illness have strengthened the bonds of affection and identification with the president's ideals," Hinterlaces head Oscar Schemel said.
Previously released results from the same surveys showed that if Chavez is forced out, his vice president and preferred successor, Nicolas Maduro, is favored to win an election in a possible match-up against opposition leader Henrique Capriles.
Hinterlaces gave Maduro 50 percent of potential votes, compared with 36 percent for Capriles.
The opposition leader has publicly accused Hinterlaces of pro-government bias, and political polls in Venezuela are notoriously controversial and divergent.
The survey also showed that 60 percent of people view the devaluation of the bolivar currency earlier this month as negative for Venezuela. But the government otherwise scored high marks for its social welfare policies and ability to improve lives.
Accused by the opposition of lying and putting a gloss on Chavez's state, officials are urging Venezuelans to be patient.
"The president has the right to take whatever time he needs to recover ... We have the patience to wait for him, to understand him and to accompany him in his battle for life," Foreign Minister Elias Jaua said on Tuesday.
"We can't succumb to the blackmailing of the right-wing - and its cruelty and inhumanity - which is clamoring for the president to appear, to intervene, to be sworn in right now."
Chavez missed his scheduled January swearing-in for the new, six-year term he won in last year's presidential poll.

Asteroid-Smashing Mission Picks Space Rock Target
A mission that aims to slam a spacecraft into a near-Earth asteroid now officially has a target ??a space rock called Didymos.
The joint European/U.S. Asteroid Impact and Deflection Assessment mission, or AIDA, will work to intercept Didymos in 2022, when the space rock is about 6.8 million miles (11 million kilometers) from Earth, European Space Agency officials announced Friday (Feb. 22).
Didymos is actually a binary system, in which a 2,625-foot-wide (800 meters) asteroid and a 490-foot (150 m) space rock orbit each other. Didymos poses no threat to Earth in the foreseeable future.
The proposed asteroid-smashing AIDA mission will send one small probe crashing into the smaller asteroid at about 14,000 mph (22,530 kph) while another spacecraft records the dramatic encounter. Meanwhile, Earth-based instruments will record so-called ?"ground-truthing" observations.
The goal is to learn more about how humanity could ward off a potentially dangerous space rock. The necessity of developing a viable deflection strategy was underlined in many people's minds by the events of last Friday (Feb. 15), when the 130-foot (40 m) asteroid 2012 DA14 gave Earth a historically close shave just hours after a 55-foot (17 m) object exploded above the Russian city of Chelyabinsk, injuring 1,200 people and damaging thousands of buildings.
The AIDA impact will unleash about as much energy as that released when a big piece of space junk hits a satellite, researchers said, so the mission could also help improve models of space-debris collisions.
"The project has value in many areas, from applied science and exploration to asteroid resource utilization," Andy Cheng, AIDA lead at Johns Hopkins University's Applied Physics Laboratory, said in a statement.
The European Space Agency (ESA) has asked scientists around the world to propose experiments that AIDA could carry in space or that could increase its scientific return from the ground. Researchers have until March 15 to pitch their ideas.
Johns Hopkins? Applied Physics Laboratory is providing AIDA's impactor, which is called DART (short for Double Asteroid Redirection Test). The observing spacecraft is known as AIM (Asteroid Impact Monitor) and will come from ESA.

Manhunt for Vegas shooter widens to East Coast
LAS VEGAS (AP) -- A manhunt has widened to southeastern U.S. states for a 26-year-old ex-convict identified as the prime suspect in a triple homicide on the Las Vegas Strip, police said Monday.
Ammar Harris used to live in South Carolina and Georgia, he was convicted in Atlanta in 2005 of marijuana possession, and he was arrested in Miami in December on a reckless driving charge, according to public records.
Harris also was arrested last year in Las Vegas on pandering, kidnapping, sex assault and coercion charges stemming from allegations that he was a pimp. He sometimes goes by the name Ammar Asim Faruq Harris.
Investigators believe Harris was the driver and the gunman who fired shots from a black Range Rover SUV into a Maserati, killing an aspiring rapper and causing a crash and explosion that killed two people when a taxi exploded in a fireball before dawn Thursday at the heart of the Strip.
"We have him identified," Las Vegas police Capt. Chris Jones said. "Now the focus is on locating and apprehending him. We're getting help all over the place."
A SWAT team didn't find Harris at his home after the SUV was found parked Saturday in the garage of a gated apartment complex a couple of blocks east of the Strip.
The SUV had been sought as the getaway vehicle in the shooting and six-vehicle, chain-reaction crash on Las Vegas Boulevard near the Bellagio, Caesars Palace, Bally's and Flamingo resorts.
Kenneth Wayne Cherry Jr. was mortally wounded when the dark gray Maserati he was driving was peppered by gunfire from the SUV. Taxi driver Michael Boldon and passenger Sandra Sutton-Wasmund of Maple Valley, Wash., died in the taxi.
Police say the shooting stemmed from an altercation between Cherry and Harris in a valet area of the upscale Aria resort a block south of the crash scene at Las Vegas Boulevard and Flamingo Road.
A passenger in the Maserati was wounded in the arm, and four people from four other vehicles were treated for non-life-threatening injuries after the crash
Police released a photo of Harris taken following his arrest in Las Vegas last year in the prostitution case. The disposition of the case wasn't immediately known.
The photo showed Harris with tattoos on his right cheek and words on his neck above an image that appeared to depict an owl with blackened eyes. Jones said Harris should be considered armed and dangerous.

It's official: Samsung's got a new 8-inch Note tablet
The rumors you might've heard are true: Samsung's got a new 8-inch tablet, appropriately named the Galaxy Note 8.0, on the way.
The new tablet will sit between the 5.5-inch Galaxy Note 2 smartphone and the 10.1-inch Galaxy Note 10.1 tablet. It competes with Apple's 7.9-inch iPad Mini and Google's 7-inch Nexus 7.
Like the other devices in Samsung's Galaxy Note line, the Galaxy Note 8.0 will include the S Pen, which Samsung emphasizes is not merely a stylus. You can use the pressure-sensitive digital pen ? which is powered by technology created by Wacom, the company behind professional-grade digital drawing tablets ? to add notes, manipulate content on the screen, and even preview videos and emails by simply hovering it close to the Galaxy Note 8.0's screen.
The Galaxy Note 8.0 will run Android 4.1.2 (better known as Jellybean). Under the hood, it has a 1.6GHz quad-core processor, a 5 megapixel camera in the back, a 1.3 megapixel camera in the front, 2GB of RAM, and a microSD slot. The tablet's 8-inch display offers 1280x800 pixels, which breaks down to 189 pixels per inch (ppi). (In comparison, the iPad Mini and Nexus 7 have 163 ppi and 216 ppi displays, respectively.)
Those who were intrigued by the Galaxy Note 10.1's multi-app split-screen feature will likely jump for joy when they hear that it is included on the Galaxy Note 8.0 and that it now supports nearly any app ? not just Samsung's included suite of tools. (This means that you can take notes while watching a video, type out emails while editing a spreadsheet on the side, scribble over a photo while checking out instructions in a document, and so on.)
The Galaxy Note 8.0 will come in 16GB and 32GB versions. No word yet on pricing details, but since we should see the tablet hit shelves in the second quarter of this year, it won't be too long before we find out how much Samsung wants for its latest gadget.

Samsung confirms Galaxy S IV launch on March 14th in NYC
It was true. And then it wasn't. Now, here at MWC in Barcelona, Samsung has finally confirmed its rumored March 14th launch event for the much-anticipated Galaxy S IV. The smartphone giant's latest flagship is set to debut in New York City, apparently by popular demand. "We introduced the Galaxy S III in London last year," Samsung Electronics' mobile division chief JK Shin told Edaily news. "This time we changed the Venue (to New York)... as we were bombarded with requests from US mobile carriers to unveil the Galaxy S IV in the country." As with any such announcement, details are sparse at best, so we'll need to wait a few more weeks before confirming specs and appearance for the Galaxy S III successor. But, as always, you're welcome to shout out your best guesses in the comments.

Razzies put bite on 'Twilight' as worst picture
LOS ANGELES (AP) ? The "Twilight" team finally has earned some love ? or loathing ? from Team Razzies.
"The Twilight Saga: Breaking Dawn ? Part 2" was picked as last year's worst picture Saturday by the Razzies, an Academy Awards spoof that hands out prizes for Hollywood's lousiest movies on the eve of the Oscars.
The finale to the blockbuster supernatural romance dominated the Razzies with seven awards, including worst actress for Kristen Stewart, supporting actor for Taylor Lautner, director for Bill Condon and worst screen couple for Lautner and child co-star Mackenzie Foy.
Adam Sandler was named worst actor for the raunchy comedy "That's My Boy," his second-straight win after 2011's "Jack and Jill," which swept all 10 Razzie categories a year ago. Pop singer Rihanna won worst supporting actress for the action dud "Battleship."
"Twilight" movies had been well represented in Razzie nominations over the years but had not won any key awards there. Razzie voters joke that as with "The Lord of the Rings" finale winning best picture at the Academy Awards, they were waiting for the last "Twilight" flick on which to heap their scorn.
"I have a pet theory, which is that the box office on 'Twilight' films is very impressive, but my theory is that instead of 40 million individual girls going to see it, it's 8 million girls going to see it five times each. People who love those movies just adore them," said Razzies founder John Wilson. "I believe the attitude of people who really love 'Twilight' movies toward this subject is very similar to the pomposity with which the Academy Awards addresses the whole rest of the world. Our whole existence is all about making fun of pompous, so 'Twilight' really is right up our alley."
The "Twilight" finale also won for worst screen ensemble and worst remake, rip-off or sequel. For worst picture, it beat out "Battleship," ''That's My Boy," the family flick "The Oogieloves in the Big Balloon Adventure" and Eddie Murphy's comedy flop "A Thousand Words."
Stewart's worst-actress prize came for both "Twilight" and her fairy-tale update "Snow White and the Huntsman."
In the five "Twilight" movies, Stewart stars as sullen teen Bella Swan, who falls for ageless vampire hunk Edward Cullen (worst-actor nominee Robert Pattinson) and finds herself at the center of a love triangle with him and her childhood pal, werewolf stud Jacob Black (Lautner).
Stewart set a consistent standard of emotional stoniness throughout the "Twilight" movies, Wilson said.
"Acting should involve having an expression on your face, and she is blank, other than the morose kind of half-Goth thing her character does," Wilson said. "I didn't realize Snow White and Bella were soul sisters, because of the very limited range of what she can do. I think it was Dorothy Parker who said about Katharine Hepburn that she runs the 'gamut of emotions from A to B.' Kristen Stewart is so expressionless she might as well be a brick wall."
Sandler's "That's My Boy," which also won the worst-screenplay Razzie, flopped at the box office and continues a gradual decline in receipts for the comic actor's movies.
"He's an enormous star who is on what I call the 'down-alator' of his career," Wilson said. "He's about to step off the same cliff Eddie Murphy stepped off about 10 years ago. Eddie Murphy has never come back, and Murphy is more talented."

Israel exploiting Syrian crisis in Golan oil exploration
TEL AVIV // An Israeli plan to drill for oil in the Golan Heights aims to entrench the country's hold on a territory Israel annexed from Syria despite international opposition, analysts said yesterday.
Experts say the Israeli decision to issue its first oil-exploration permit in the Golan to a settler-run company, was at least partly driven by the ultranationalist ideology of Israel's minister of water and energy resources, Uzi Landau, in a bid to convey a message that the Golan would not easily be returned to Syria.
The Israelis also appear to be taking advantage of the violence and chaos in Syria.
The timing of the decision "is directly related to the fact that the Syrian government is not free to deal with this problem and that the Syrian army cannot pose a threat to Israel right now", said Yaron Ezrahi, an Israeli political analyst.
"This is mostly an Israeli ploy to deepen its commitment to the occupied Golan Heights," said Mr Ezrahi. "It's part of the right's political programme."
The Israeli decision, which was announced late on Thursday, is likely draw into condemnation from the United States and other allies just weeks before Barack Obama, the US president, is due to visit the country for the first time since taking office in 2009.
Israel captured the Golan Heights during the 1967 Arab-Israeli War, when it also took over the West Bank and Gaza Strip. The country annexed the Golan in 1981, although that move was never recognised by the international community.
It has not annexed the West Bank despite massively expanding its Jewish settlement enterprise there, and pulled out of the Gaza Strip in 2005.
The country had considered exploring for oil in the Golan previously, but chose not to carry out drilling to avoid clouding prospects of peace talks with Syria.
They held four rounds of indirect negotiations through Turkey in 2008 but these were suspended after Israel's invasion of Gaza in December that year.
The Israeli government may now view chances of renewing negotiations as dim, analysts said.
Yossi Alpher, a veteran commentator on Israeli politics and diplomacy, said: "There is no peace process with Syria, Syria is in a state of chaos and appears to be breaking up as a sovereign state - all this might have persuaded even centrist Israeli energy ministers to grant the oil licence."
The licence was granted to the Israeli subsidiary of US-based Genie Energy, headquartered in New Jersey, which is associated with several known pro-settler figures. Effie Eitam, a former Israeli minister who lives on a Golan settlement, runs Genie's Israeli business, and the company's advisers include the British media mogul Rupert Murdoch and Dick Cheney, who served as the US vice president under George W Bush from 2001 to 2009.
Geological testing by Israel had indicated a potential for "significant" oil deposits in the area, according to the Israeli business newspaper Globes.
The exploration licence is unlikely to upset Israelis, partly because the plateau is viewed as far less politically sensitive than the West Bank, where the Israeli occupation and settlement is hindering Palestinian statehood. Furthermore, polls have shown that most Israelis would oppose returning the Golan, which has become a major domestic tourist destination with its verdant nature trails, vineyards, orchards and a ski resort.
More than 20,000 settlers live in at least 30 Jewish communities in the Golan, where an approximately equal number of Syrians - mostly from the Druze sect - also reside. Israel views the high-altitude plateau as a major security asset because it gives the country a vantage point for monitoring Syrian army movements and serves as a natural blockade against any military threats from Syria, with which Israel has fought three wars since its creation in 1948. The Golan also provides about a third of Israel's fresh water supply and is the site of a major Israeli wind turbine project.
Experts say exploration for oil in the Golan may spur a potentially explosive situation should significant amounts be discovered.
"If Israelis will find oil, I assume there will be a greater degree of aggression on the part of the Syrians to restore their sovereignty over the Golan," Mr Ezrahi said.
While Israel's oil exploration may not deter future peace talks with Syria, it might stir tensions even if a pact is reached between the two countries, experts said. Israeli papers reported this month that the Egyptian minister of petroleum, Osama Kamal, has charged that Israel owes Egypt about US$480 billion (Dh1.76 trillion) for oil pumped from the Sinai Peninsula in the years after Israel captured the area in 1967. Israel returned Sinai to Egypt under a 1979 peace pact.

Italy center-left ally says EU must loosen budget rules
ROME (Reuters) - A leading member of Italy's center-left coalition, frontrunner in polls for this weekend's election, said on Thursday the country should seek revisions of European Union budget rules.
"We have a duty to renegotiate the fiscal compact," Nichi Vendola, leader of the Left Ecology Freedom party (SEL), told a briefing for foreign reporters. "Europe needs expansive economic policies."
Some investors fear that Vendola will push a center-left government too far to the left and prevent a coalition agreement with outgoing Prime Minister Mario Monti, which is seen as the most market-friendly election outcome.
He is one of several front-line members of the center-left bloc who say the fiscal compact, a EU treaty imposing fiscal discipline and balanced budgets, will hamper Italy's recovery from its longest recession in two decades.
Vendola is the main coalition ally of Pier Luigi Bersani's Democratic Party (PD), which had a more than 5 point lead over Silvio Berlusconi's center-right when a polling blackout ahead of this weekend's election started on February 9.
While Bersani generally has tried to maintain good relations with Monti, Vendola and the prime minister have traded barbs throughout the election campaign.
"Monti's year in government left the country wounded," Vendola said on Thursday. "Austerity must be loosened to restore necessary oxygen to an economy that is out of breath."
Monti helped restore market confidence in Italy with an austerity drive when he was appointed in 2011 to head off a Greek-style debt crisis.
He sharply raised taxes and raised the retirement age to try to put accounts back on track, but the measures further weakened an economy already in recession.
Monti, now leader of a centrist bloc, may end up a Vendola ally after the vote if the center-left needs help to form a stable majority, despite the attacks during the campaign.
Monti has said Bersani should dump his coalition partner because he will hold up reforms that the euro zone's most sluggish economy desperately needs, while Vendola has accused Monti of stifling growth and driving up unemployment.
"I have no idiosyncratic personal beef with Monti," Vendola said. "If the center-left is not self-sufficient after the vote, we'll have to see if there is a majority in parliament that supports our agenda."
Bersani has said he will continue along Monti's path of fiscal prudence, while easing the tax burden on workers and pensioners. Monti has said he is willing to ally with "reformist" forces after the election.

Rated 1 out of 5 by Larzen Avoid Acer products Avoid the Acer A500 Tablet (and perhaps all Acer products). My A500 power switch was never soldered to the motherboard and as such became completely disconnected. 2 different professional techs informed me that this was a manufacturing defect . since it was 13 months old Acer refused to stand behind its product. They will only repair it for $199 plus shipping costs. Even though 2 professional repair tech assured me that the problem was due to a manufacturing defect. Even the tech I spoke to at acer.mytechhelp.com told me "... it was a built in design flaw , because that way consumers would have to replace their tablets. 02/12/2013
