Deadly bird flu studies to stay secret for now: WHO

GENEVA/LONDON (Reuters) - Two studies showing how scientists mutated the H5N1 bird flu virus into a form that could cause a deadly human pandemic will be published only after experts fully assess the risks, the World Health Organization (WHO) said on Friday.
Speaking after a high-level meeting of flu experts and U.S. security officials in Geneva, a WHO spokesman said an agreement had been reached in principle to keep details of the controversial work secret until deeper risk analyses have been carried out.
The WHO called the meeting to break a deadlock between scientists who have studied the mutations needed to make H5N1 bird flu transmit between mammals, and the U.S. National Science Advisory Board for Biosecurity (NSABB), which wanted the work censored before it was published in scientific journals.
Biosecurity experts fear mutated forms of the virus that research teams in The Netherlands and the United States independently created could escape or fall into the wrong hands and be used to spark a pandemic worse than the 1918-19 outbreak of Spanish flu that killed up to 40 million people.
"There must be a much fuller discussion of risk and benefits of research in this area and risks of virus itself," the WHO's Gregory Hartl told reporters.
HIGH FATALITY RATE
The H5N1 virus, first detected in Hong Kong in 1997, is entrenched among poultry in many countries, mainly in Asia, but so far remains in a form that is hard for humans to catch.
It is known to have infected nearly 700 people worldwide since 2003, killing half of them, a far higher death rate than the H1N1 swine flu which caused a flu pandemic in 2009/2010.
Last year two teams of scientists - one led by Ron Fouchier at Erasmus Medical Center and another led by Yoshihiro Kawaoka at the University of Wisconsin - said they had found that just a handful of mutations would allow H5N1 to spread like ordinary flu between mammals, and remain as deadly as it is now.
In December, the NSABB asked two leading scientific journals, Nature and Science, to withhold details of the research for fear it could be used by bioterrorists.
They said a potentially deadlier form of bird flu poses one of the gravest known threats to humans and justified the unprecedented call to censor the research.
The WHO voiced concern, and flu researchers from around the world declared a 60-day moratorium on January 20 on "any research involving highly pathogenic avian influenza H5N1 viruses" that produce easily contagious forms.
Fouchier, who took part in the two-day meeting at the WHO which ended on Friday, said the consensus of experts and officials there was "that in the interest of public health, the full paper should be published" at some future date.
"This was based on the high public health impact of this work and the need to share the details of the studies with a very big community in the interest of science, surveillance and public health on the whole," he told reporters.
In its current form, people can contract H5N1 only through close contact with ducks, chickens, or other birds that carry it, and not from infected individuals.
But when H5N1 acquires mutations that allow it to live in the upper respiratory tract rather than the lower, the Dutch and U.S. researchers found a way to make it can travel via airborne droplets between infected ferrets, which are considered good models of how flu viruses behave in people.
Asked about the potential bioterrorism risks of his and the U.S. team's work, Fouchier said "it was the view of the entire group" at the meeting that the risks that this particular virus or flu viruses in general could be used as bioterrorism agents "would be very, very slim."
"The risks are not nil, but they are very, very small," he said.

LOS ANGELES (AP) ? This is the kind of golf Phil Mickelson envisioned playing at the start of the year.
Mickelson said he was having great practice sessions at home with little to show for it on the scorecard until it all came together last week at Pebble Beach. He shot a flawless 64 in the final round ? 11 shots better than playing partner Tiger Woods ? and rallied from six shots behind for a win that he thought might change his fortunes.
Four days later, from Pebble Beach to Riviera, he might be right.
Mickelson made a long birdie putt, hit driver off the fairway to become the only player to reach the 587-yard 11th hole into the wind, and finished by chipping in for birdie from behind the 18th green.
It gave him a 5-under 66 and a one-shot lead Thursday in the Northern Trust Open.
Thirty players had to return Friday morning to complete the first round, typical of a tournament that has a 144-man field despite limited daylight this time of the year off Sunset Boulevard.
"I felt very confident at the start of the year because I had played eight to 10 rounds exactly like Sunday's final round," Mickelson said. "I felt like I was so amped up and ready to start the season that I came out and played three terrible tournaments. And my confidence took a little bit of a hit.
"To come back and play the way I know I can play, it gets my confidence right back to where I was starting the season."
Not surprisingly, his position on the leaderboard is where it was Sunday at Pebble.
Mickelson had a one-shot lead over Hunter Mahan, who ran off four straight birdies late in his round, and J.B. Holmes, who is picking up more strength in his fourth tournament back from brain surgery last September.
Jonathan Byrd had a 68, notable because he played in the morning when the air was chilly and the eucalyptus trees were shaking with gusts that reached 20 mph, making Riviera so tough that only seven of the 72 players from the morning wave broke par.
Luke Donald, the No. 1 player in the world, also played in the morning and was pleased with a 70.
"It was freezing, blowing a gale and it was not easy," Donald said. "This course is tough with benign conditions, so with the added wind and the greens ? they're fast. They seemed a little bit faster than usual."
Mickelson, meanwhile, keeps right on rolling.
Dating to the back nine of his second round at the Pebble Beach National Pro-Am, Mickelson has made birdie or eagle on one-third of the holes he has played. And his streak of consecutive holes without a bogey finally ended at 49 on the par-3 16th.
After an easy birdie on the par-5 opening hole ? it plays to a lower average than the par-5 18th, which also was into the wind ? Mickelson holed a 30-foot birdie putt on the long par-3 fourth hole, and then he really got going on the back nine.
After a tough pitch to 12 feet that led to birdie on the 10th, Mickelson had 297 yards to the hole on the 11th and decided to hit driver, a shot he had not tried in months.
It came off perfectly and climbed onto the front edge of the green, making Mickelson the only player to have an eagle putt on the 587-yard hole, which played right into the wind. The pin was all the way back, away from a large hump in the putting surface, which gave Mickelson the green light.
His eagle putt from 60 feet died next to the hole.
"I didn't think it was going to necessarily be reachable into that wind, but I was able to hit a low drive off the tee that scooted along the ground, and I felt like if I could hit one more of those with a driver I could get right up by the green," Mickelson said. "I felt like it was worth the risk to try to scoop one up."
The chip-in from behind the 18th was a bonus.
Mickelson made his lone bogey when his chip behind the 16th green ran 7 feet past the cup, and he missed the putt. On the 17th, his wedge rolled back to 7 feet for birdie, but the putt slid by on the left.
He faced another quick chip on the 18th, but it dropped in with perfect speed.
"It wasn't one I was really trying to make," he said. "It was quick, it was downhill, and I had to play about four or five feet of break, so it's not one that you're trying to get aggressive with. I was trying to get good speed and try to let it feed with the break, and I got fortunate, obviously, that it went in."
Holmes was the first player to reach 5 under, and that's where his fun began ? consecutive bogeys when he failed to get up-and-down from just short of the green; a tap-in birdie at the par-3 sixth, with the pin below the bunker in the middle of the green; an 18-foot birdie on the seventh, a three-putt double bogey on the eighth and the birdie at the end.
He has struggled with a slight loss of power since brain surgery in September, and he even topped a shot in Phoenix a few weeks ago. But it's all starting to come together.
"I feel like each week my swing has definitely gotten a little bit better and improved a little bit," Holmes said. "My swing speed has slowly come back a little bit being out here and playing this much."
This will be the last event for Mickelson until the Florida swing, the traditional start of the road to the Masters.
He can't wait.
"I'm excited about the upcoming event," he said of Riviera, "especially heading into our biggest event in April."

Obama promotes job training at community college (AP)
ANNANDALE, Va. ? President Barack Obama called on Congress Monday to create an $8 billion fund to train community college students for high-growth industries, part of his broader pitch to make higher education more affordable for all Americans.
The fund was part of Obama's proposed budget for 2013. The overall package aims to achieve $4 trillion in deficit reduction over the next decade by restraining government spending and raising taxes on the wealthy, while boosting spending in some areas, including education.
Obama warned Congress that blocking investments in education and other proposals in his budget would be standing in the way of "America's comeback."
"By reducing our deficit in the long term, what that allows us to do is to invest in the things that will help grow our economy right now," Obama said during remarks at Northern Virginia Community College.
You can't cut back on those things that are important for us to grow. We can't just cut our way into growth," he said.
The White House says the "Community College to Career Fund" would train 2 million workers in sectors like health care, transportation and advanced manufacturing.
A key component of the community college plan would institute "pay for performance" in job training, meaning there would be financial incentives to ensure that trainees find permanent jobs ? particularly for programs that place individuals facing the greatest hurdles getting work. SAN DIEGO ? Speaking about this year?s Joyce Forum in a recent phone interview, its founder, Joyce Axelrod, proudly pointed out that this year?s shorts program (Shorts in Winter) received a record number of submissions, 100, that almost overwhelmed the all-volunteer curating committee consisting of herself, Claudia and Mark Title and? Don and Marcia Wolochow. According to Axelrod, the number of submissions was due to the large number of people making films and videos and to the ease by which they could be submitted electronically.? ?However, we had to establish guidelines.? There wasn?t always quality control in the past. What we did (this year) was typically we would all watch every film, but his time we divided into groups and we rated our films and shared our ratings with the other curators.? When we got all our films together, we had 30 quality films to choose from, rather than 100.? It was difficult to winnow down, but we think we selected the best of the shorts that were around, and since then, some of the shorts have won prizes at other film festivals, and that was very gratifying to us. ?
Of? all this year?s shorts, she was most impressed with Ingrid Pitt: Beyond the Forest, by the 11 year-old precocious local filmmaker, Perry Chen. ?I got in touch with Perry and his mom, who led me to his website, and I thought it was charming the way he was discovered and how the two veteran filmmakers (animator Bill Plympton and film director, producer, and visual artist Kevin Sean Michaels)? embraced this little guy.? They saw such potential in him.? Then I? read about Ingrid Pitt, who was a heroine in her own right.?? She was a movie star and starred in horror films in England. I think Perry is a typical 11 year-old who has talent.? He talks and looks like a typical kid. He has a mother who is very excited about having a son with so many talents.? He is also a film critic. He will be interviewed by out artist-in-residence., who is an animator who we are bringing in from New York, Hanan Harchol.?
This year?s shorts are a mixture of drama and comedy. ?We had a mix and match of drama and comedy.? It?s will be a really fun afternoon and it will be free to the public.? We like to offer the San Diego public a couple of slots during the year that are free.?
Axelrod talked about the target audience for the feature film, Jewish Food for Thought (Hanan Harchol), that will be showing at the Joyce Forum: ?I think it is 10-11 years old and up to 80.?? It presents things they learn in Sunday School, but what is charming about it is Hanan, in his sketches, has conversations with his father.? And very often they are at odds and they yell at each other. It is so real.? The father is an Israeli, and Hanan gets his voice down pat.? Hanan?s mannerisms and cartoon-like renderings just bring a smile to my face.? He was here in 2004 and was an audience favorite.?
Axelrod promised that ?if you attend the San Diego Jewish Film Festival on Monday, February 13, you?ll get a delicious buffet of films: as an opener, a selection of shorts that is sure to please the most discerning of tastes; for the entree there is a full-featured drama from an emerging filmmaker from Germany (Leo Khasin/Kaddish For a Friend) who will be in attendance to answer your questions; and to round out the menu, the dessert will be a returning award-winning filmmaker, Hanan Harchol (Jewish Food for Thought), who will share with us the bittersweet conversation he has about life with his feisty father.? Maldives leader quits after protests, VP sworn in (AP)
MALE, Maldives ? The first democratically elected president of the Maldives resigned Tuesday and was replaced by his vice president after the police and army clashed in the streets of the island nation amid protests over the arrest of a top judge.
Mohammed Waheed Hassan, who previously worked as a top UNICEF official, was sworn in as the new Maldivian president in the afternoon. Soon after, the judge was released.
The resignation of President Mohamed Nasheed marked a stunning fall for the former human rights campaigner who defeated the nation's longtime ruler in the country's first multiparty election. Nasheed was also an environmental celebrity, traveling the world to persuade governments to combat the climate change that could raise sea levels and inundate his archipelago nation.
Nasheed presented his resignation in a nationally televised address Tuesday afternoon after police joined the protesters and then clashed with soldiers in the streets. Some of the soldiers then defected to the police side.
"I don't want to hurt any Maldivian. I feel my staying on in power will only increase the problems, and it will hurt our citizens," Nasheed said. "So the best option available to me is to step down."
Maldivians waving flags poured into the streets to celebrate Nasheed's resignation. Some playfully threw water at each other.
Hassan, who was educated at Stanford University in California, was the first television anchor in Maldives history and the first person shown live when local TV went on the air in 1978, according to his official biography.
He became a top education official in the country, but eventually left under duress after getting elected to Parliament and incurring the ire of the autocratic government ruling in the 1990s, his biography said. He joined UNICEF and rose to be its representative in Afghanistan, helping rebuild schools and provide health services after the fall of the Taliban.
Hassan's office denied widespread reports that the military pressured Nasheed to resign in the wake of the clashes.
"It was not a coup at all, it was the wish of the people," said Ahmed Thoufeeg, Hassan's secretary.
An advisor for Nasheed, who spoke on condition of anonymity because of the sensitivity of the situation, also dismissed claims the resignation came under duress from the military.
The adviser said Nasheed was left with two choices: order a bloody military crackdown on the police dissidents or resign.
The latest protests in this Indian Ocean nation known for its lavish beach resorts erupted after Nasheed ordered the military to arrest Abdulla Mohamed, the chief judge of the Criminal Court. The judge had ordered the release of a government critic he said had been illegally detained.
Hassan ? then the vice president ? the Supreme Court, Human Rights Commission, Judicial Services Commission and the office of the United Nations High Commissioner for Human Rights all called for Mohamed to be released.
Nasheed's government accused the judge of political bias and corruption, said the country's judicial system had failed and called for U.N help to solve the crisis.
The crisis came to a head Tuesday when hundreds of police demonstrated in the capital, Male, after officials ordered them to withdraw protection for government and opposition supporters protesting close to each other. The withdrawal resulted in a clash that injured at least three people.
Later, troops fired rubber bullets and clashed with the police. When Nasheed visited the police and urged them to end the protest, they refused and instead chanted for his resignation. Mohamed was released after Hassan took power.
Nasheed began his term with great hopes, ending Maumoon Abdul Gayoom's 30-year-reign by winning the country's first democratic elections in 2008. Supporters danced and cheered in the streets at the victory of the charismatic pro-democracy activist, who had been repeatedly jailed by Gayoom's regime.
Nasheed became an energetic global environmental crusader, founding the Climate Vulnerable Forum, to coordinate environmental policy among a group of about 30 countries most affected by climate change.
He held a Cabinet meeting underwater in scuba gear to dramatize the threat of rising oceans to his low-lying archipelago nation of 300,000 people, and said he may need to relocate his entire population if nothing was done. He also announced plans to make his nation "carbon-neutral," using wind and solar projects.
A documentary on his efforts, "The Island President," won awards at the Sundance and Toronto film festivals and is slated to open next month in New York.
But over the past year, Nasheed was battered by protests in his Sunni Muslim nation.
Maldivians demonstrated against soaring prices they blamed on economic reforms he said were needed to bridge the budget deficit. Islamic activists also protested in demand of more religiously conservative policies.
As the protests grew, there were disturbing signs the one-time rights activist was changing.
Police routinely cracked down on opposition protests, while letting government supporters gather freely. For many, the judge's arrest three weeks ago was the final straw.
